Ah, thanks for the hint.
It gets called by pam_unix because of nullok_secure:
pam_unix/support.c:434
	if ((retval == 1) && on(UNIX_NULLOK_SECURE, ctrl)) {
...
		if (_pammodutil_tty_secure(uttyname) !=  PAM_SUCCESS)

I didn't do this so far, because I didn't know if there
are some strange side effects with it.
I'll reassign the bug to libpam-modules.
