Bug#228838: Please lower the priority of the ssh/privsep_tell debconf note

This note is the only one which shows up in a standard installation, even
for new installations.
Such notes need a low or medium priority.
Some users think that such notes belong to README.Debian. I don't because
debconf offers a good translation system while README.Debian don't.
So, please lower the priority of this note to low.
