I fixed this in version 1:3.5p1-4, in testing and unstable:

openssh (1:3.5p1-4) unstable; urgency=low

  * Point rlogin and rcp alternatives at slogin and scp respectively rather
    than ssh (closes: #121103, #151666). Fix alternative removal to match;
    previously it was completely wrong anyway.
