Bug#224457: EnableSSHKeysign not documented in ssh_config(5)

ssh-keysign(1) says
ssh-keysign is disabled by default and can only be enabled in the global
client configuration file /etc/ssh/ssh_config by setting EnableSSHKeysign
to ``yes''.
However, ssh_config(5) makes no mention of that option. It does seem
to be accepted by the client program.
