Bug#211424: sftp ignores .ssh/config settings

Here is my .ssh/config file:
Host savannah
Protocol 1
HostName savannah.nongnu.org
sftp ignores the "Protocol 1" line in my .ssh/cofig file and connects to
Savannah using Protocol 2. Since Savannah doesn't support Protocol 2, this
fails and I am not able to use sftp with the arch revision control system.
This prevents me from getting access to my projects on Savannah.
