SSH is inconsistently reading NIS or file-based netgroups.

Setup:

nmrfs:~# more /etc/netgroup
admin           (-,markk,)
admin_users     (-,markk,)
nmrfs:~# ypcat passwd | grep markk
markk:YEARIGHT:1505:41:Mark Komarinski:/xray/people/markk:/bin/tcsh
nmrfs:~# tail -3 /etc/passwd
+@admin::::::/bin/bash
+@admin_users::::::
nmrfs:~# finger markk
Login: markk          			Name: Mark Komarinski
Directory: /xray/people/markk       	Shell: /bin/bash
Last login Thu Sep 26 11:21 (EDT) on pts/0 from spawn.med.harvard.edu
No mail.
No Plan.

Note that even though my account information is read by finger (see
the shell is now /bin/bash instead of /bin/tcsh), then markk account
is not able to log into the machine using ssh. (Invalid passwd).

If I add +markk::::::, then this succeeds.  If I add +::::::/bin/false
and remove the +markk... I can log in, but am immediately dumped out due
to the fact that /bin/false is run as the shell.

in.ftpd allows the markk account access to the machine, implying that
it reads the information correctly.  Either ssh is broken, or this is a
libc6 thing or some PAM configuration problem.
