Bug#220662: ssh no longer takes into account the KeepAlive option

I have in my .ssh/config:

KeepAlive no

However when the Internet connection is down for a few seconds,
my ssh sessions are closed. A "ssh -v" shows the following line,
which is periodically output:

debug1: client_input_channel_req: channel 0 rtype keepalive@openssh.com reply 1
