This package should only recommend ssh, since there could be a local
installation of ssh (with customized compile-time parameters).  Using
equivs does not help (I did not totally figured out why yet).

I disagree. This argument could apply to any dependency in Debian, and
isn't a good reason to remove the dependencies. The real solution is in
your next paragraph ...

... and that's what you need to fix. I'm guessing that you've got the
version number wrong; notice that ssh-askpass-gnome's dependency on ssh
is versioned, and includes an epoch (the initial "1:").

(Personally, if I were building a local version of ssh, I'd make a .deb
containing it, but that's just my own preference.)
