Just pass "--no-check-gpg" to debootstrap then to skip GPG verification.
The debootstrap seems to work and then produced nothing useful. At the very least it is a file system with nothing in it that I could do a chroot with. There are a pile of deb packages in a directory structure but nothing else. Feels like this machine will go to Gentoo again and the new S7-2 will try Debian.
