Hello!

The debian/rules file for binutils currently overrides the nocheck build
option with the following code snippet:

ifneq (,$(findstring nocheck,$(DEB_BUILD_OPTIONS)))
  # override buildd admins to run the testsuite anyway ...
  ifeq (,$(filter $(DEB_HOST_ARCH), m68k powerpc sh4 sparc64))
    with_check := disabled through DEB_BUILD_OPTIONS
  endif
endif

Since both the powerpc and sparc64 buildds don't build with "nocheck" there
is no need to override it. It only annoys porters when they want to build
binutils locally with the testsuite disabled.
