Fix for pcre3 on sparc64
Hi!
I had another look at the pcre3 issue on sparc64 today and realized
that this package fails to build from source because it ships with
a just-in-time compiler (JIT) which is not fully compatible with
sparc64.
Disabling the JIT fixes the build problem on sparc64. I have already
prepared a patch and asked the maintainer for permission for an NMU [1].
