There are other FTP servers.  Does any work there?

Are you working on a Sparc or a PC?  If Sparc, then try vsftp on 
another architecture.  I haven't used vsftp on a Sparc since Woody.
At this point we must wonder whether you have found a bug in 
vsftp on Debian Sparc.
