tcp_ecn in kernel-image-2.4.26-sparc64

It seems that TCP ECN support is compiled into kernel-image-2.4.26

richm@shirehall:~$ grep INET_ECN /boot/config-2.4.26-sparc64
CONFIG_INET_ECN=y

Is this intentional? I know that ECN causes problems with some locations
(that's why I noticed this!).  2.4.25 for i686 doesn't have ECN enabled

laptop@duncow:~$ grep INET_ECN /boot/config-2.4.25-1-686
# CONFIG_INET_ECN is not set

Should I log a bug to get INET_ECN disabled in the kernels; should there
be an boottime setting to turn off ecn; or is the idea that it is
enabled by default?
