All I can say is, that kernel-image-2.4.21 should be installed first.

Try this:

apt-get remove libc6-dev libdb1-compat
(note all packages removed)
apt-get install kernel-image-2.4.21
(reboot)
apt-get install <all packages removed in step 1>
apt-get dist-upgrade
