The "kernel-package" is what's used to create kernel images. IMO, this
is the best place (the postinst could detect that /boot is a seperate
partition and add the flag).
If we put it in the installer (which would be the boot-floppies package)
then it would only do good for fresh installs, and not systems that are
upgrading to woody, or that get rearranged after install.
