An Alpha would be much faster and much cheaper, at least in the US. 
As for your 32 bit question, I don't think I understand.  Do you
want to run 32 bit applications or not?  There is a readily
available kernel patch that will give large file (>2GB) capabilities
to all architectures.  Of course 2.4 kernels don't have that
limitation at all.
