Compile 2.4.0

Sorry, but I would like to understand better
how to compile the 2.4.0 (final stable version) kernel.
Even if I get rid off any SCSI support I get:

Esteban Osses A. told me something about availability
of gcc3 but I did not understand.
Are we forced to stay in 2.2.X world?
