IPC vs. 1+

Could anybody comment on the performance of the IPC versus the performance
of the SparcStation 1+?  I think the 1+ has a 4/65, while the IPC has a
4/40.  I know that clock speed is a bad indicator for performance, but in
this case, does this mean the IPC is slower?
