Yes, its in the dpkg-cross package, in "utils". When installed it
replaces dpkg-buildpackage and dpkg-shlibdeps with versions which
understand cross-compiling, e.g. dpkg-buildpackage -B -asparc.
It works great, except that the binaries I've produced with it don't
run on sparc. But then, I was going for libc6.
