uploading new packages

Hello, I started to contribute to the port, but I would want to know your
policy about these items:
1/ how and where I can upload packages for Debian-SPARC ?
2/ What is the policy about the maintainer of each package?
I don't want to become maintainer of each package I compile, just help to
do the port. However, I could report bugs & send patches to the real
   maintainer.
3/ How can we take version numbers in sync between architectures ?
Should we update a package even when update of sources is only relative to
   another architecture ?

Thanks in advance...

PS: I have built the following packages from debian sources.

   base/dpkg_1.4.0.7_sparc.deb
   base/dpkg_1.4.0.7_sparc.nondebbin.tar.gz
   base/fileutils_3.13-4_sparc.deb
   base/libreadline2-2.0-15.deb
   base/makedev_1.5-4_sparc.deb
   base/ncurses-base-1.9.9e-1.all.deb
   base/ncurses-bin-1.9.9e-1.sparc.deb
   base/ncurses3.0-1.9.9e-1.sparc.deb
   base/sh-utils-1.12-5.deb

   devel/libreadline2-dev-2.0-15.deb
   devel/ncurses3.0-dev-1.9.9e-1.sparc.deb
   devel/ncurses3.0-pic-1.9.9e-1.sparc.deb

   misc/ncurses-term-1.9.9e-1.all.deb

   non-free/ncftp_2.4.2-1_sparc.deb

Actually, they could be fetched from
   ftp://lix.polytechnique.fr/pub/Linux/debian/binary-sparc
