Hi,
Eventually rsync over ssh could be setup in order to limit the authorized users. This is to prevent the whole world mirroring the primary server. Then, we could think to open it widely only on the first partial mirrors: the one managed by Holger and me too on my side but in a more or less reliable way (work from home with 1GBits optical fiber).
