This isn't provided by snapshot at this time, because snapshot only
stores the exact files that were in the Debian archive at the time and
what you are suggesting would require changes to the apt metadata
files.

Theoretically you could do it by editing the apt metadata, storing
that in a local web server and having that server redirect to snapshot
for the source/binary packages.
