Bug#765559: snapshot.debian.org: apt-get update only works on second attempt for security snapshots (wheezy)

I have also re-implemented the way we sync from the primary to the
mirror system. It's still not immediate, but it should not get all the
new files within a few (5-10?) minutes of an import.
