You know, that update-xmlcatalog can create the catalog for you? We use
it for package catalogs in /etc/xml/ and the system catalog.

Also xmlcatalog can create catalogs.

You can use both. The xml-core package registers the latter location
too. So when using the catalog system, this system ID is rewritten to

"file:///usr/share/xml/schema/xml-core/catalog.dtd"
