It'll have to be split somehow, mind you. It's already large enough to
have triggered an overflow bug in dpkg ...

Splitting out stuff with dubious licences from that in woody+1 will
help, of course, but not enormously and not forever. Maybe I can pull
doc-rfc's trick if I can find some appropriate categories.
