I wish they'd fix this bug. The dbnotn.mod file does not contain a
recursive reference to %dbnotn;. It contains a reference to %dbnotn;
allright, but it's *in a comment*. There's no production in XML that
expands PE refs inside comments. It's a Xerces/Xalan bug.
