Hmm. Did it fail because Cees [the "leading light" of the project] got sucked away by his ideal job, or for other practical reasons? Is there not an automated converter from linuxdoc? (it wouldn't be perfect, but a good starting point for further editting...) Would the HOWTO authors object to being handed fully converted documents?
