dak starting to sign (some) outgoing mail

Hi,

dak has started to sign (some) outgoing mail using PGP/MIME. These
include upload notifications (accept or reject mails), processing .dak-
command files (e.g., DM permissions), bug closures and some more. The
keys used can be found on [1] under "Upload Processing Keys", but most
consumers probably do not need to check these.

I'm not sure how useful signing these mails is given DKIM signatures
were introduced already, but it shouldn't hurt more than PGP does
anyway ;-)

If you maintain a service that consumes mails sent by dak, please check
that it does not get confused by the added signature.
