Maybe there is sg. wrong with this bugfix. After I installed this package,
and I select the password setting in the horde, it writes this:
"Fatal error: Class 'Horde_Util' not found in
/usr/share/horde3/passwd/main.php on line 16"

I observed this reggression/symptoms on severeal different servers.

I hope You will fix this soon! ;-)
