Because it's unnecessary. Installation is already too cluttered with various choices the user has to make, most of which are more important than this one. It doesn't matter much whether /root is 755, 750, or 700. The sensible thing to do is just choose one and stick with it. The user can change it after installation if they like. Right now Debian either uses 755 or sets /root to be the same as /home/*; I'm not sure which. If you want that to change, you need a better argument than anything that has been presented so far.
