Or just use "NAT traversal" support for IPsec, implemented in commercial and
free IPsec stacks alike. FreeS/WAN has (unofficial ?) NAT traversal
support, as well as native Linux kernel 2.6.x IPsec implementation if
you use FreeS/WAN for the IKE daemon.
