Is there any official method for the paranoid to rebuild the .deb with the 
patch file from the official site(in this case,www.isc.org)?

I believe it should be something like this:

1. apt-get source bind
2. wget the pacth file from www.isc.org
3. apply the patch
4. dpkg-buildpackage
5. dpkg -i bind*.deb

is the method recommended?
