     While Hubert's location is deprecated, he gave me the info I
     needed.

     My problem was that I was stripping the .out suffix off the files.
     I needed:
     check_accounts.out.template
     instead of 
     check_accounts.template

     I tested this out, and the templates work when placed in
     /etc/tiger/templates as well as /etc/tiger.
