Ping Flood - whats is mean when ....

Hello all.

I was recently receiving very many of Ping Flood.
In my logs:
....... kernel: PING Flood IN=eth1 OUT= .......

All is fine but this is going to be more and more.
What that's mean ? The IP from it is coming is changing. It isn't one or
two IPs.
Is is mean that routing in my network is badly configured ? or someone
sending:
ping my.network -f
(option -f => flood of ping)  ?

Is this a kind of attack ? scan ?

Regards,
Marcin Bednarz.
