OK.
But may be it is possible to use user's chains feature of iptables?
As I remember, the packet itself being transferred to 
the user's chain where you can do what you want with it.
Correct me please if I am wrong.

no it's not just a firewall task.
with firewall you can block, allow packets.
you can also change src dst ip or address but you can't
change data .
