I don't agree with that, see Developers Reference.
It says "If an upload is made to fix the bug before the advisory ID is known,
it is encouraged to modify the historical changelog entry with the next upload. "

If you don't use it for tracker, its habit is helpful for someone who
checks security fix with changelog.
