Great! The proper fix for that one is to add ${CFLAGS} also to this
target:
strings-static: strings.c
${CC} ${STATIC} ${CPPFLAGS} ${LDFLAGS} -o $@ strings.c
(this is important anyways, otherwise some other hardening options are
missing as well)
