Bug#862180: acct: Documentation installed in "accounting.html" directory

Dear maintainer,

acct's documentation appears to be installed to:

  /usr/share/doc/acct/accounting.html

I would have expected it to be in a directory called, for example:

  /usr/share/doc/acct/html

.. instead.
