Bug#862149: arpwatch starts before networking is ready

I think it's the LSB init script's fault, as it does not list
$network as a runtime dependency (should be added to Required-Start).  I
will try to reproduce your setup and check if adding that fixes the
problem (probably won't get to it before the weekend though).


I see that you are using unstable.  If you want to do me a favor, you
could try installing the version from experimental.  Amongst other
things it provides systemd service files which depend on the network
being up.  Feedback on that version would be appreciated.
