Maintain tcpdump as part of the pkg-security team

Hi Romain.

I would like to offer you to join the pkg-security team and to maintain
tcpdump as part of the team. That would make cooperation easier and would
offer some backup maintenance power in case you are not available.

I would also like to ask to become one of the uploaders.

As a first start, i would like to fix some problems with the packaging:
* Bad debhelper version declaration
* Spelling errors that should be patched and sent upstream
* Bad lintian override should be removed
* Quilt patch missing description
* Vcs fields not using https

Please note that we are a very active team and already maintain some big
packages, we want to take debian's security packages to a whole new level :)
