I think this is a good proposal. Just to let you know how Debian works:
There are a lot of good ideas in the world. However, its not that
Debian developers are idling around waiting for good proposals to
implement these promptly. The most promising approach to get good
proposals realised is to just do it and present some prototype people
could test and contribute.

This sounds good. Debian's governance model is sometimes called a
Do-O-cracy, so yes, you can do it and noone will stop you to do this.

As I tould you before in private, DPL is not really a sensible address here.
Given I have roots in Debian Science and Blends I have added these mailing
lists as well as Debian AI.

My gut feeling is that Debian AI is the best place.
