You should tell us what autopkgtest and piuparts are complaining about.

However: why are you using Conflicts/Replaces libsoqt620-dev which does
not exist in stable ? This is in contradiction with having a package
libsoqt-common-dev. 
Do libsoqt520-dev and libsoqt620-dev have identical filename with
different content ? In that case I would suggest you setup an alternative
(update-alternative) instead of a Conflicts.
