Bug#1076711: RFP: mda-xdrlib -- a stand-alone XDRLIB module

Package: wnpp
Severity: wishlist

* Package name    : mda-xdrlib
  Version         : 0.2.0
  Upstream Contact: Irfan Alibay
* URL             : https://github.com/MDAnalysis/mda-xdrlib
* License         : PSF License Version 2
  Programming Lang: Python
  Description     : a stand-alone XDRLIB module

The xdrlib package has historically been a feature of the core python
library. However, as of Python 3.11, the module was deemed to no
longer be widely used and has been deprecated, with a target removal
version of Python 3.13.

Several of the MDAnalysis projects rely on the xdrlib module for their
functionality, specifically for parsing GROMACS TPR and EDR files. To
avoid a need to vendor in the xdrlib functionality in multiple
projects, we take the approach of creating this stand-alone module
which contains the python 3.10.8 xdrlib code and its relevant tests.

mda-xdrlib is required by mdanalyis 2.7.0.

mdanalyis is managed by the Debichem team, so debichem is a possible
team home for mda-xdrlib.

It conceivable that other projects might want to use the library, so a
more general team, Debian Science or even Debian Python, could be
considered for team maintenance.
