Precisely the issue is that this package, despite being part of an active
packaging team, is not effectively maintained.
Unfortunately, I am not experienced enough with python to maintain it though
I can still do a NMU if needed.

I plan to upload a new xeus-based package that relies ultimately on jupyter,
but xeus is C++, not python.
