No, it's not packaged (as far as I know - I packaged libxeus and xeus-python). It has only (relatively) recently been split out of libxeus upstream; it was split out for libxeus 3.x afaik. The current packaging of libxeus 2.4 includes zmq functionality, but presumably you need a newer version.

Otherwise, is there plan to add it ?

It'll be needed to update to libxeus 3.x and xeus-python 0.15, so yes. I'm split on whether it is tightly enough coupled to libxeus that it should be added as an extra tarball in the same source package or packaged independently. That said, I don't expect to work on this imminently so if you need it soon, feel free to work on it.
