Proposal to add xgboost and prophet (some popular data science library) to debian

This proposal is initialized by Aron Xu (aron@debian.org) and can be
found at https://tuna.moe/blog/2020/ospp-summer-2020/#%E5%B0%86-xgboost-%E4%B8%8E-prophet-%E7%AD%89%E6%95%B0%E6%8D%AE%E7%A7%91%E5%AD%A6%E8%BD%AF%E4%BB%B6%E5%BA%93%E9%9B%86%E6%88%90%E5%88%B0-debian-gnulinux
(Chinese). In my understanding, this proposal tries to add xgboost,
prophet, stan and pytorch to Debian.

I found Mo Zhou has already posted corresponding wishlists for prophet
(https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=960471),
pytorch(https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=853923) and
xgboost(https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=958072). The
packages of some underlining library of xgboost are being packed by Mo
Zhou. One called `dmlc-core` has been uploaded to
ftp-master.debian.org.

For pytorch, the python3 binding and C library have been uploaded to
ftp-master.debian.org.

All these on-going works can be found at
https://salsa.debian.org/deeplearning-team.
