Remove pyoptical from Debian, upgrade psychopy to latest upstream to enable Pandas migration

Hi,

I stumbled upon pyoptical since its the only package that uses psychopy
which in turn is blocking the python-pandas migration to Python3.
Psychopy is extremely lagging behind upstream (which probably - not
checked might have switched to Python3).  From my point of view it
makes sense to

   1. Upgrade psychopy to latest upstream
   2. Remove pyoptical from Debian (dead upstream, low popcon anyway[1])

Any idea to otherwise smoothen the Pandas migration?
