The description of your optimization problem is probably too flexible to
answer definitely but I'm the maintainer of a package (toulbar2) that is
targeted at solving optimization problems over discrete variables with a
decomposable criteria (the criteria is a sum of functions, each of few
variables, possibly taking infinite values that define constraints too).
This includes eg. pseudo-boolean polynomial optimization which is both
discrete and non linear (so loosely matches the definition of your problem).

and http://www.inra.fr/mia/T/toulbar2. You can also send me a
description of your problem if you want, me and my fellow toulbar2
developers could have a look.
