With the hdf5 transition completed, I'd like to proceed with the hypre
transition from 2.14.0 to 2.15.1.
I've updated hypre packaging to remove circular dependencies between
libHYPRE sublibraries. petsc and sundials will build and pass tests
with a trivial fix to handle the new hypre libraries.
FYI: a transition of petsc/slepc from 3.9 to 3.10 will follow, subject to
being able to fix the petsc FTBFS (memory exhausted) on mips.
