they used to be different:

/cgit/ only gave the output generated by cgit
/git/ only gave access to the raw git repository (i.e., what git(1)
 would access).

So, you needed to use /cgit/ in Vcs-Browser and /git/ in Vcs-Git, as
what was served by alioth was actually different.

Around a month ago the alioth admin added some magic apache conf to
serve different content based on the user-agent (or some other kind of
black magic), so that now both URLs give the same thing, but connecting
using git(1) gives you the repository, with a browser the nicer cgit
view.

Some people started to use /git/ for both place, as it does look nicer.

ISTR lintian maintainers are waiting for an announcement from alioth
admins about what is actually going to be the canonical URL.
The last official announcement still refers gitweb from several years
ago...
And afaik the alioth admin wanted to completely change how the git
repository are deal with as fontforge is a PITA to manage, and he is
alone to do so.

secure URIs are recommended only since this January.

But a policy update wouldn't harm, yeah.
